Objectives can be set and viewed from any module. However, the objectives viewable relate only to the type of module. eg The Environmental Module will only allow environmental objectives to be set, edited or viewed. To view objectives for other genre, you will have to move to another module.
Objectives have different parts:

It may be that an objective cannot be met, eg you cannot find
a recycling outlet for a waste stream that presently goes to
landfill.
